Karnataka Deputy Chief Minister DK Shivakumar has strongly denied allegations by the Bharatiya Janata Party (BJP) that the Congress party plans to alter the Indian Constitution if re-elected to power at the Centre. The BJP has repeatedly accused the Congress of intending to amend the Constitution to benefit certain communities, a claim Shivakumar dismissed as "baseless and politically motivated."  

BJP’s Allegations and Congress’s Response

The controversy began after Prime Minister Narendra Modi and other BJP leaders claimed that the Congress, if given power, would change the Constitution to implement religion-based reservations, thereby undermining the existing structure. The BJP has framed this as an attack on the rights of Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs).  

Shivakumar, who is also the Karnataka Congress president, countered these allegations, stating that the Congress has always been a protector of the Constitution and social justice. "The BJP is spreading lies to create fear among the people. The Congress has no intention to change the Constitution. Instead, we are committed to safeguarding it from those who want to distort its values," he said.  

Political Battle Over Constitutional Values

The debate over the Constitution has intensified in the lead-up to the 2024 Lok Sabha elections, with the Congress accusing the BJP of attempting to divert attention from real issues like unemployment, inflation, and social inequality. Shivakumar argued that the BJP’s claims are a tactic to polarize voters and distract from its own failures.  

"The Constitution was drafted by Dr. B.R. Ambedkar, a Congress-supported leader, and our party has always upheld its principles. The BJP, on the other hand, has repeatedly violated constitutional norms—whether by undermining federalism, misusing central agencies, or ignoring democratic dissent," Shivakumar said.  

BJP’s Counter and Public Perception

The BJP has stood by its allegations, citing past statements by Congress leaders about reviewing reservation policies. Union Home Minister Amit Shah recently claimed that the Congress’s manifesto hints at "redistributing wealth and rights," which, according to the BJP, could lead to constitutional changes favoring minority appeasement.  

However, legal and political experts have questioned the feasibility of such claims, given that amending the Constitution’s basic structure requires a two-thirds majority in Parliament—a scenario unlikely in the current political landscape. Analysts suggest that the BJP is using the issue to consolidate its Hindu nationalist voter base while portraying the Congress as anti-Dalit and anti-OBC.  

Congress’s Counter-Campaign

In response, the Congress has launched a nationwide campaign emphasizing its commitment to social justice and constitutional rights. Party leaders, including Rahul Gandhi, have accused the BJP of attempting to dilute reservations for SCs, STs, and OBCs by promoting the "400-paar" slogan, which they claim signals plans for major constitutional changes.  

Shivakumar reiterated that the Congress would never support any move that weakens the Constitution’s progressive provisions. "Our fight is to protect the Constitution, not alter it. The BJP is the real threat to democracy," he asserted.

While the BJP insists that the Congress poses a risk to the constitutional framework, the Congress argues that the ruling party is undermining democratic institutions. With emotions running high, the debate is likely to shape voter sentiments in the coming weeks, making constitutional integrity a key electoral battleground.
